I have a 2009 ford ranger v6 4.0l 4x4. my garage is telling me it doesn't have a fuel filter? does anyone know whether that's correct?

If it's the part you need it should be fine. Just remember the connections need to be gently disengaged from the old filter. There are tools available to help but you shouldn't have too much problem using a standard screwdriver.

does this have a built in 58 psi fuel regulator, like the chevrolet?

the third line is the bypass back to the tank as a safety. the regulator is in the tank
