Safe from what If you feel a need to bury in the ground then do it. Should be fine.

Is this easy to cut with just a scissors e.g all plastic, no metal coil inside. Thank you in advance.

It is easy...not sure about scissors but a simple kitchen knife will do....in fact if you have a wife like mine then a completely blunt knife that struggles with butter will do the trick
