The description indicates a six pack of 11.5 oz bags but they shipped only one bag.

Why is this size vegan, but the larger sizes have dairy?

On this 11.5 oz package it states it is Vegan. Maybe it's not printed on the bulk packaging.

It does not claim to be so I would think not.

Is this suppose to be healthy?!

Yes, but that depends on your definition of healthy. I was looking for cereal that was low in sodium. This is very low in sodium, yet high in flavor! It's also organic, which means less toxic growing conditions for the ingredients. Just be sure to only eat the serving size suggested on the package, which is a mere 1/4 cup. Very small. I eat this cereal sprinkled over 1/2 C plain yogurt, with a tablespoon of sliced almonds. Yum!!
