Q: One of the pictures seems to have a measurement of 8" from top of plate to bottom of wheel. Is that correct, or is the wheel diameter 8"?

The wheel itself is 8" in diameter, the top of the plate is at 9-1/2".

Q: What is the wheel bearing size (diameter of the hole for the axle)?

The bolt measures 0.4011" OD (10 mm), and has a 19mm hex bolt head and nut. BUT the bolt has a SPACER SLEEVE over it, which fits all the way thru the bearings. That spacer measures 0.6515" OD (16.5 mm), which is a "snug" fit into the bearing holes. I did not mic inside of the bearing holes. So the bearing hole is a "tad" larger than the 0.6515" OD spacer.

Very hard and durable rubber, not poly. I have over 100 of these, most are 4 years old, for garden caddy carts for heavy plants, mostly out in the weather year round. You will want to paint the silver rivets on the hubs to prevent rust, and grease the alemite (zerk) fittings.
