Q: Does the black caulk dry to a gloss, or is it more matte finish, like a dull rubber?

it still retains a dark matte color I would not say dull, but not a gloss finish

Q: Will this bond to rubber?

Not sure about rubber, but everything else I happened to get it on and let dry it stuck like paint. My clothes, stainless railings, fiberglass cabin, teak of course, cork fishing rod handle, my leather wallet. . .
