Yes. And they have mesh sides for breathability at the top. My twins slept in the bassinets for several months.

I don't know if there are inserts but i just tuck a receiving blanket in there and it seemsto work fine and it stays smooth until I get it cleaned.

Can this be used as a pack n play once the twins have outgrown the bassinets?

You could... but it’s the same size as any standard pack n play so it would be tight for twins. I ended up going with a different brand for a larger pack n play. Used this just for the bassenet and now toy storage

Yes. They should be sleeping on their backs anyway. If too warm, remove blanket/swaddler.
