No, there is a voltage drop inherent in any step down converter. If your power supply has a trim pot to it then you can usually trim it up 10% to around 13.2V. This might allow you to get to the 12V.

Yes, set the output to 0.5 volts.

To those confused by some of the answers here: CV/CC or constant voltage/Constant current regulation means voltage output is regulated at the set value for loads less than the set current limit and regulates current for loads greater than the set current limit by lowering the output voltage proportional to the load resistance.
