What happens when I close the pool and need to remove the hand rail because my cover is stretched across and tied to existing anchors in the concrete?

I don't need a cover in North Texas but my guess would be that you would either have to work the cover around the base of the railing or unbolt the railing (not recommended). My railing is bolted about 10 to 12 inches off the side of the pool.

my box is missing the blue cover and one of the self-tapping screws. Does anybody know how to contact their customer service?

Don't know. My contractor bought better stronger bolts and a drill bit at Home Depot.

What do you do to electrically bonding the rail?

You drill holes and attach the pool rail to tge deck. There is nothing electronic.
