It shows the cotton filter, cover, and the filter cartridge, but it doesn't show the base. Why?

The base in the main picture is installed on the filter cartridges, the set is including the base. You will receive a separate base, filter cartridges, filter cotton, filter cover, you can assemble and replace it yourself.

The add says 6x base, 6x filter 6x covers, 12x, cotton filter. does the p-a-1 filter unscrew from the base?

If you are referring to the cartridges then yes they screw on.
